Because finishing a course and being able to use the material are different achievements, and only the second one lasts. The build project is what turns watching into knowing, so the goal is measured on it.
Pick one and stop comparing. Course selection is a comfortable form of procrastination, and finishing a mediocre course beats starting three good ones by a wide margin — which is why it is the first dated task.
Something small enough to finish and real enough to show somebody. The plan asks you to decide that at the halfway point, once you know enough to scope it sensibly but before the course is over.
